Sheeting & Tape for Municipalities and Public Works
Local governments are responsible for the everyday infrastructure that keeps a community functioning safely. Streets get torn up for utility repairs. Crime scenes need to be secured within minutes. Landfills have to be capped against rain and wind.
Reef Industries has spent more than 65 years manufacturing the reinforced film laminates and printed warning products that municipalities, public works departments, police agencies, and others rely on to mark, protect, and contain the infrastructure they're responsible for. Reef Industries manufactures a full range of underground warning tapes and protective covers used in municipal infrastructure projects. Explore the product lines most often specified by public works departments:
- Electric Underground Warning Tape: APWA red tape for buried electrical conduit, transformer feeds, and street lighting circuits, available in detectable and non-detectable grades.
- Communications Warning Tape: APWA orange tape engineered to protect fiber optic, telephone, and data lines from accidental dig-ins during road and utility work.
- Gas/Oil Tape: APWA yellow tape for natural gas distribution lines, fuel oil pipelines, and cathodic protection systems serving municipal facilities.
- Water & Sewer Line Tape: APWA blue and green tape specified for potable water mains, sanitary sewer, and storm drain installations.
- Concrete Curing Covers: Reusable reinforced covers that retain moisture and temperature during slab pours for sidewalks, bridge decks, and public buildings, helping crews meet ACI curing requirements.
Underground Utility Identification
Every municipality manages a maze of buried lines, and the cost of a single accidental dig-in can run from a few thousand dollars to a citywide service interruption. Terra Tape® underground warning tape sits above buried utilities and gives excavation crews a visual or electronic alert before they cause damage.
Our product line follows APWA color codes for power, communications, gas, water, and sewer, so any contractor pulling a permit can read the ground accurately. Detectable grades contain a metallic tracer locatable with standard pipe and cable equipment, while non-detectable grades provide a lower-cost visual marker for shallow installations.
Water and sewer line tape in particular gets heavy use in municipal projects, where blue and green identification helps crews distinguish potable water from sanitary or storm sewer lines during routine maintenance and emergency repairs.
Crowd Control, Crime Scenes, and Hazard Marking
Banner Guard® barricade tape is the line between a controlled situation and a liability. Police line tape and caution tape from the Banner Guard product family are extrusion-laminated polyethylene printed with bold messages that hold up to weather, wind, and the handling conditions of active scenes.
Standard imprints include "POLICE LINE DO NOT CROSS," "CAUTION CONSTRUCTION AREA," and "FIRE LINE DO NOT CROSS," and any tape can be custom printed with department names, badge numbers, or non-emergency contact lines in up to four colors and any language.
The Super Strength II grade has a tensile strength of 390 pounds and meets OSHA 29 CFR Part 1926.502, making it suitable for fall protection perimeter marking on construction projects, too.
Landfill, Transfer Station, and Stormwater Management
Municipal landfills and transfer stations operate under environmental regulations that don't allow for estimations. Griffolyn® landfill covers are reinforced polyethylene and PVC laminates that protect prepared disposal cells prior to commissioning, manage stormwater runoff, and serve as temporary daily or intermediate covers.
Several grades are available depending on UV exposure, fire-retardant requirements, and expected service life. Sheets can be fabricated up to 200' × 200', cutting down on field seams across large containment areas. The same product family extends to contaminated soil covers and temporary containment liners for spill response and remediation work.
Concrete Work and Public Construction
Public works projects often hinge on the weather. Griffolyn® concrete curing covers and rain protection sheets keep freshly poured slabs, sidewalks, and pavement projects on schedule when storms move in unexpectedly.
The Type-55 grade is a 3-ply UV-stabilized laminate available in roll lengths up to 1,000 feet, which works directly with most paving equipment poly-roll attachments.
Crews can deploy and remove the covers without specialized training.

Frequently Asked Questions About Sheeting & Tape for Municipalities
Does Reef Industries sell directly to municipalities, or do we have to go through a distributor?
Reef Industries sells directly to municipal departments, distributors, and contractors. Many cities purchase through cooperative purchasing agreements or state contract vehicles, and Reef Industries can support either route. Departments that need pricing for a bid package or RFP can request a formal quote with line-item specifications.
How are damaged or expired barricade tape and warning products disposed of?
Banner Guard and Terra Tape are polyethylene and can be recycled through municipal plastic film recycling programs, where available, or disposed of with general solid waste. There are no special disposal requirements. For departments with sustainability mandates, Reef Industries can discuss reusable barricade options for situations where tape gets redeployed across multiple events or scenes.
What's the best way to mark a buried line that crosses jurisdictional boundaries?
For lines that cross between a city, a utility district, and private property, the standard practice is detectable warning tape printed with both the utility type and the owning agency's name and contact number. This way, whoever encounters the line during future work, whether municipal crews, a private contractor, or a neighboring jurisdiction's locator, knows immediately who to call. Custom printing makes this straightforward without ordering separate runs.
